The government has improved the mechanisms for using grants from the Global Fund to Fight HIV and Tuberculosis

The Cabinet of Ministers of Ukraine has approved amendments to the Procedure for the Use of Grants Provided for the Implementation of Measures in the Field of Prevention and Control of HIV/AIDS, Tuberculosis and Malaria in Ukraine and supported the relevant draft resolution. The decision is aimed at improving the mechanisms for implementing programs financed with the support of the Global Fund to Fight AIDS, Tuberculosis and Malaria. In particular, the document clarifies the approaches to the implementation of programs by the main executors and strengthens the coordination role of the Ministry of Health of Ukraine. Such changes will contribute to the effective planning and implementation of grant programs in order to ensure the continuity of patient care and stable implementation of programs.
Global Fund grants help Ukraine ensure continuous prevention, diagnosis and treatment of HIV and tuberculosis, including for patients from vulnerable groups and people who may have lost access to health services due to the war. With the support of these programs, patients can receive necessary treatment, testing, preventive services and support free of charge. The approved changes should help to direct international assistance more quickly and effectively to where it is needed most - to support patients, health services and public health programs in Ukraine. They will also contribute to more effective management of international resources and strengthening the resilience of the health system in the face of war and ongoing challenges to the public health sector.
In particular, since 2003, the Global Fund has provided over a billion US dollars in non-repayable financial assistance for the implementation of programs in the areas of combating HIV, tuberculosis, viral hepatitis, as well as responding to COVID-19. The Global Fund has allocated $143 million for Ukraine for a new three-year grant (2027-2029). During the 79th World Health Assembly, Minister Viktor Lyashko held a meeting with representatives of the Global Fund to Fight AIDS, Tuberculosis and Malaria. The parties discussed further cooperation, support for the laboratory network, development of disease control and prevention centers, as well as strengthening the role of the state in ensuring the sustainability of these areas.
